The Cinco Ranch Property Owners Association board of directors heard an update from the chair of its safety and security committee during Wednesday night’s board meeting, including plans to have a comprehensive security report delivered next month.
Security Committee Chair Morgan Stagg told board members she wanted feedback from them on several items before finalizing the committee’s full report.

SECURITY REPORT – Morgan Stagg, standing, chair of the Cinco Ranch security and safety committee, provides an update to the Cinco Ranch Residential Property Owners Association board of directors.
“I plan on having a more formal report for you at the next meeting, but I wanted to get some guidance from the board first,” Stagg said.
Specifically, Stagg wanted to know the status of contract police staffing recommendations previously made by the committee.
“Last year, we made the recommendation of three (deputy) constables and one sheriff’s deputy, and we haven’t heard anything back about the sheriff’s deputy and wanted to know if you were still needing additional information from us or if the board had decided to put that on hold.” Stagg said. “The last thing we heard was (the board) was going to see if Grand Lakes was going to participate.”
Community Manager Michael Meagher said the proposal had been sent to Grand Lakes, which adjoins Cinco Ranch to the south, but had been rejected by that community because of the added cost.
“As far as the Grand Lakes part, they said no, they would not be able to increase their budget for additional police coverage,” Meagher said.
Board President Mike Price said Grand Lakes’ decision did not necessarily mean Cinco Ranch could not fund the recommended sheriff’s deputy if circumstances required it.
“We do have emergency funds to use on an as-needed basis,” Price told Stagg.
Stagg also discussed a planned recommendation from the security committee for an hourly deputy to patrol parks and nature trails to cut down on graffiti and other vandalism. The committee is looking at several options to provide the deputy with a means of transportation, she added.
“I think I’m going to (recommend) something like a moped so he can easily get from one area to another,” Stagg said. “Next meeting, I’m going to have a lot more information.”
Board Member Bob Pennington urged Stagg to “look at all options.”
Price recommended the security committee consider a “green” option for the deputy’s transportation. An electric moped would be one alternative, he said.
“Electric would be more quiet, too,” Price noted.
Stagg added the committee is also looking at recommendations for additional street lights in Cinco Ranch. She said the board had been soliciting resident input on where the additional lights were needed.
“It’s out goal on the street lights to have a proposal for you, a recommendation that lights should be placed here, here and here,” she said.
Board Member Annabel Terrell asked how the committee solicited the input. Stagg said they asked for recommendations from neighborhood representatives, residents and patrol officers.
Committee members will also check each recommended location personally, Stagg added.
Pennington also asked that the recommended light locations also be prioritized.
The full safety and security report is expected to be delivered at the board’s next regular meeting, scheduled for April 29.
