Update: Tom Carter has left Fort Bend Independent School District, FortBendNow has learned – the second member of the district’s senior leadership team to leave in the past 10 weeks.
Carter, the district’s chief auxiliary services officer, couldn’t be reached for comment. However, his former secretary said he no longer works for the district. FBISD spokeswoman Mary Ann Simpson said Carter retired from his position effective Tuesday. He had begun in his position as chief auxiliary services officer in August 2008.
Among others, Carter supervised FBISD Director of Transportation Richard Torres and Director of Facilities Michael Johnson.
The two drew criticism from district employees earlier this year, who accused Johnson of having routine vehicle maintenance performed on his pickup truck at district maintenance facilities, over which Johnson holds authority.
Carter issued a memo to both men, “since your departments are the only ones that have vehicle service personnel,” emphasizing that “district facilities and personnel will not be used to perform work on any personal vehicles.”
Carter also acted as hearing officer during a recent Level III grievance appeal hearing involving district bus driver Jack Richardson, who has alleged that he’s faced retaliation since filing a criminal assault complaint against a former FBISD transportation supervisor, who has since left the district.
Carter denied Richardson’s appeal.
In late February, FortBendNow reported that Mike Seale, the district’s former chief operating officer, had suddenly left his position.
Simpson said at the time Seale left “to pursue other opportunities.”

Whenever, you see embolden action and “in your face” arrogance of disrespectful behavior, even, it if is a child; it is because the child, the adult, the individual, the group of whom ever, know that they have been granted permission due to lack of rules, no consequences, and lack of fear of repercussions, and no worry of being held accountable.
Yes, indeed, the citizenry’s present elected BOT members are not accountable because they have failed to practice due diligence by holding the district’s administrative officials accountable.

You are correct SoupNazi. They need to get rid of the problem, which would be Michael Johnson, the director of facilities. I doubt the administration is afraid of anything since the community does not hold them accountable. The real reason for Mr. Tom Carter’s departure is to make room for one of Dr. Jenney’s henchmen to move up from within and take the position of chief.

Leading is not the same thing as throwing your weight around. I hope FBISD will get a better perspective on what leading should look like with new board members. I also hope that corrections will be made against the injustice done to Jack Richardson.

I would say the hired attorneys who aren’t actually educators. Remember, they trained to become lawyers/attorneys, and “not” educators.
Some how “Public” education policy has become a type of concealed private business of profit operation rather than what it actually is: that being, an educational system of non-profit which should exhibit transparency.
