LOW TIDE - Days of near-100-degree heat are causing the Brazos River to run shallow in Fort Bend County. At this spot just outside Richmond's eastern city limits, the low water reveals a rusting, abandoned oil or gas pipeline and, behind it, a widening river 'beach.'
