Missouri City council will meet in a special session tonight to discuss the development of conceptual plans for a possible community center, banquet facility, pro-shop and grill for the Quail Valley Golf Course.
Council will meet at 6 p.m. in the second floor conference room behind Council Chambers at 1522 Texas Parkway.
Council could approve staff to advertise for professional services to develop the conceptual plans for the gold course, as well as professional services to develop conceptual plans for the Quail Valley Tennis Center to be converted to a city tennis and recreation center.
In March 2008, the city filed condemnation proceedings to take 392 acres of golf course property – two 18-hole and two 9-hole courses, a club house, maintenance building and driving range – from Quail Valley Country Club, owned by Renaissance Golf Group LLC.
QVCC had stopped operating three of the courses, the city said, and one of the club owners acknowledged the property was experiencing annual operating losses of about $1.5 million.
Three months later, Judge Bielstein appointed three special commissioners in the case, who ruled that fair market value of the acreage was $3.1 million. The city deposited $3.1 million with the Fort Bend County Clerk’s office, and began operating the property as its own.
At Missouri City Council’s direction, the city has been renovating the property and has opened one course to the public.
But QVCC has argued in the condemnation suit that Texas law doesn’t allow a government entity “to condemn a going business concern and utilize the property acquired for the same business purpose for which the property was being used at the time of the condemnation.”
Further, QVCC argues there was no required “public necessity” for condemning the property, an act it has called “merely a pretext to confer a private benefit on particular private parties, including the mayor and a number of city council members.” (Missouri City Mayor Allen Owen and councilors Jerry Wyatt, Brent Holaja and Buddy Jimerson all live in Quail Valley).
As of July 15, Missouri City was told to produce all communications and e-mail sent to or from city officials and employees relating to the attempted takeover of Quail Valley Country Club by eminent domain.

Jimerson in the at large races did not get 40% and took the same developer money as Owen and Wyatt also did not get 36%. Poats actually won all precincts outside of Quail Valley with 32-33%. Those are from county records and not your nose picking guess (he actually got an additional 200 votes over his ’06 run). Not bad considering the opposition/Houston developers out spent them all in the double digits.
Try facts for a change instead of making things up.
As for your failing memory as you age on the last district races, you need to go check the numbers. The district C Owen-developer backed candidate lost pretty convincingly. Granted Owens buddy won dist A, but that wasn’t by the numbers you are reporting and was actually only 30-40 votes difference. The reform incumbent in district B, as you remember, was not challenged and retained her seat after winning it in a landslide in 2007 63%-37%. A net gain of 1 seat, again while spending quite a bit less than the developer boyz (your people).
Too bad the taxpayers don’t fully see his game yet, but they are growing numbers and adding seats to reform is never a loss.
What’s funny is we never have to pay volunteers like Owen does…….. =-)

Mcty–I’m sure they (the club) will have numerous appeal opportunities too. I think the last thing I read, as far as court actions go, was the city was dragging its feet on the subpoena to get developer backed mayor Owens communications released. I wonder if they will ever really turn over all those documents. We’ve seen them hold out on TPIA requests before. It seems to be their pattern of non-transparency.

To answer the question – no they do not own it yet. It is still in litigation and is likely to be for some time.
While the judge is pushing for a timely conclusion, there is only so much a judge can do to move the proceedings forward. I believe the last thing I had heard was that they were hoping for a conclusion by December, as the November deadline was not going to happen… although something tells me it won’t happen this year. (My own personal opinion.)

Mo City has a functional golf course, and its taking care of business. Some might think its unwise to spend more than absolutely necessary in a down economy. I’m sure as soon as the case finishes you’ll see the necessary repairs made.

Hmmmm… not sure. I try not to pay too much attention to the comings and goings of some of these folks.
I can appreciate if someone is honestly FOR a particular item or passionate about something, but when someone throws all their eggs into one basket, I have to pause. The only place for blind faith is religion. If ‘man’ has a hand in it – there is no way it is perfect or absolute. Yet, some of these folks feel the City simply cannot do any wrong. On the other hand, some feel the City cannot do any right. It goes both ways.
I’d like to think there is more middle ground than perhaps what these discussions show. If the City does something right, applaud. If the City does something wrong, boo. But these folks that constantly stick up for the City, for no reason other than to create chaos – I try not to worry much about them.
I applaud the City for stepping in to keep RGG from developing home sites in the planned community of Quail Valley. I do not applaud them though for letting several of these areas turn into wasteland while sinking millions of dollars into pet projects.

I am sure the City won’t tell you how much is being spent on the case itself, but the claim is that 9.5 million was or will be utilized for the renovations to El D… at least that it what was said at a council meeting a few months back.
Look – no one is saying that Renaissance Golf Group wasn’t an bunch of so-and-so’s. Frankly, they were and still are. The whole reason why RGG shut down the three courses to begin with was because the City wouldn’t let them develop the land into home sites. So because RGG was not allowed to redevelop the property, they in turn told the City that they were going to let the area go to waste and they shut down everything but the La Qunita Course. It wasn’t pretty, although it was bearable… take it from someone who knows.
However, other than the basic maintenance of the La Quinta and the renovations done to the El D, the City is showing themselves (once again) to be poor stewards of tax-payer money. The other areas are in far worse condition than when RGG had control over it.
And yet tonight, there will be a Special Session in which the City will discuss the tennis center, the club house, the grill, the pro-shop, and a few other luxury items… while the home owners that sit on the areas that have gone to waste wait patiently while their home values depreciate as much as $30,000.
Have they really spent over 9 million to date and how much of that is going into the eminent domain abuse lawsuit against Owen and the city???

I just wonder why Owen recused himself of the original vote while Wyatt, Kolaja and Jimerson did not? I also wonder if the voters/taxpayers know that the 9 million already use on the take over is a good investment when they do not have clear title to the course in this largest eminent domain abuse case in this area? I also wonder if they wouldn’t have saved more in taxpayer dollars with this protracted lawsuit, if the QVFund, QVMUD and city and ponied up the asking prices of 7-8 million?
