Why do people drink, smoke, etc, and then decide to go for a drive? Why not invite a few friends over, drink or smoke and relax?

I saw a funny news tape this morning before leaving for work. A suspect was on the hood of a cruiser being searched by about 3 different officers in a very aggressive fashion and the suspect, right in front of the police cruisers video camera, was chewing and swallowing the bag of evidence. He punctuated the scene with a big smile without any of the officers seeing him do it (of course it was all caught on tape).
