FBISD Board Declares Financial Exigency, Prepares For ‘Reduction In Force’

The Fort Bend Independent School District has approved a resolution declaring a financial exigency, meaning that the district is in an imminent financial crisis that cannot be resolved without a reduction of staff.

The district adopted a deficit budget of $18.6 million in 2009-2010, and is projected to have a continued deficit budget of $18 million to $20 million in 2010-2011.

It has been estimated that should the district continue on this path, reserves from the district’s general fund could run out by 2013.

“Expenses in other areas, including campus and department budgets, have already been reduced annually over the past several years,” said a release prepared by the district. “Since the major portion of the district’s operating budget (approximately 90 percent) consists of employee salaries and benefits, the district must now seriously consider eliminating positions to adopt a balanced budget for the 2010-2011 school year.”

FBISD Superintendent Timothy Jenney told employees in an e-mail at the end of February that the district would continue to focus on saving jobs, and asked those leaving the district to inform the administration as soon as possible to “to avoid unnecessary reductions in force.”

“Of course, we will continue to place or to reassign personnel in order to save jobs right up until the beginning of school in August or even after if necessary,” Jenney said.

Jenney also said that the district is required to give notice of non-renewal of Chapter 21 employees – those who have specialized certification – by April 19, 45 days before the last day of instruction.
