MoCity Enlarges TIRZ To Include More Projects Along Texas Parkway, Cartwright Road

Missouri City council has approved a resolution enlarging the Tax Increment Reinvestment Zone Number One to include additional projects along the Texas Parkway/Cartwright Road Corridor.

Phase II will include signage and improvements to the Highway 90A/Texas Parkway gateway area into the city. Conceptual plans for the intersection include a 28-foot-tall tower with LED lighting and a wall that arcs along the area, with the city’s name and logo in mosaic tile inserts.

The project includes infrastructure improvements, acquisition of rights-of-way and reimbursements to landowners for making tracts ready for development.

Phase I of the redevelopment plan includes the addition of sidewalks along a portion of Texas Parkway and at the entrance to City Hall, improvements to the intersections at Texas Parkway and Buffalo Run, Lexington, Grand Park and  Independence Boulevard and improved medians along Cartwright Road

Phase II will also include completion of sidewalks along Texas Parkway, improvement of sidewalks along Cartwright Road and the addition of trailheads and small plaza areas along the two corridors  

Work on the first phase of the project is expected to begin around the end of May, with bids going out next week. The second phase will begin in the summer.

The expansion of the TIRZ was previously approved by the Missouri City Development Authority and Fort Bend County. It was based on a study by George Johnson, Inc., which included almost one year of input from the public and stakeholders.  

The project will be funded through monies currently in the existing TIRZ and Texas Department of Transportation grant funds will pay for portions of the beautification project, including the 28-foot-tall tower. Additional improvements will be funded through a “pay-as-you-go” approach, with no impact on the current city budget, according to City Manager Frank Simpson.

 ”We have always said this will have to be a public and private partnership, and this is the first step in getting that done,” said Simpson.  “If private developers step forward, they will be reimbursed for the value that is added to the area, which is the purpose of the TIRZ.”

    Didn’t Wyatt say a few years ago that this couldn’t be done? I suppose he has to get fresh ideas from those who he belittles.

    The TIRZ will, of course, require businesses and individuals in Missouri City to pay their taxes. That is one of the reasons I don’t understand the Mayor’s endorsement of a City Council candidates who purportedly does not pay his taxes and allegedly has tax liens filed against him. Is the Mayor advocating a non-tax paying stance by residents? Does he support those residents who don’t pay taxes? I’d like to see Nguyen come out with a public statement about this.

      It sure seems to show faulty thinking on the part of Wyatt/Owen and the slate of insiders backed by the Houston development community. I guess they figure they can buy this election like they do most in this county.

      As for a public statement, don’t hold your breath dos.

    So Mr. Nugyen is being reimbursed from the TIRZ established in this area? That sounds like another major conflict, but his barbecue parties sure are good and free all we have to do is vote for him.

    I wonder with all the debt how they are going to afford this without raising the taxes like they did after the last election cycle?

    This crap does not surprise me. This same pitch happens every time Owen runs for re-election. He wants the folks living in that area to think that if they vote for him he will finally do something to bring revitalization and business to that part of the community. We know this is truly fabricated and that it will NEVER happen. Vote Cynthia Lenton Gary and lets get some real work done for the entire City.
