District 26 State Representative Charlie Howard has filed a bill virtually identical to a bill filed by District 27 State Representative Ron Reynolds, requiring all incoming college freshman to receive a bacterial meningitis vaccination.
Last session the Texas Legislature passed House Bill 4189, which mandated that all incoming college freshman and transfer students living on campus receive the vaccination.
Both Howard’s House Bill 1816 and Reynold’s House Bill 1557 require all students receive the vaccination, expanding the current requirement.
Nicolis Williams, a sophomore at Texas A&M University from Sugar Land, recently passed away due to bacterial meningitis.
“It is imperative that this bill be passed into law this session,” said Howard. “Nicolis’ death was both preventable and unnecessary, and passing House Bill 1816 will ensure that no other young Texan loses their life from such a terrible and preventable illness.”
Bacterial meningitis is an inflammation of the lining around the brain and spinal cord, but the early symptoms can mimic the flu. According to the Center for Disease Control, about 10 percent of people that get infected die.
“It is a travesty that young Texans are still dying from bacterial meningitis. It is my hope that the Texas House will come together in a bipartisan effort to swiftly pass House Bill 1816 and send it to the Senate to do the same,” said Howard. “Helping save the lives of young Texans is a cause that all members of the legislature should support.”

I would like to add that my research yielded the fact that yes, indeed organs from bacterial meningitis victims can be transplanted and in young Mr. Williams case, they were. The recipients are treated for the infections more successfully than unfortunately the donors. Until the miracles of modern medicine obliterate all sadness, we must live with what milestones we are given. So please, all: immunize yourselves and your loved ones against with all available and sign yourselves up as organ and tissue donors.

Firstly, who were the idiots who voted earlier that only students living on campus and transfer students be required to have the vaccine? I guess they thought off-campus parking permits made those students invunerable. Secondly, in Charlie’s constituent electronic update concerning this bill, he stated that young Mr. Williams had nobly donated his organs for transplant and saved the lives of five others. It’s been quite a while since I retired from nursing. Can someone tell me if medicine has advanced to the point where vascularized organs can be utilized when the cause of demise is bacterial meningitis or is Charlie still losing cognition at an exponential rate? I heartily applaud a man so young making the decision to donate before need and I hope that it has brought at least some comfort to the awful loss to his family.
Aoi, that is our loveable charlie for you. I wonder why he didn’t just look over his friend ron’s shoulder and copied his bill? It reminds me of that 105% property tax appraisal limit bill he sponsored (yes a limit of 105% annually). Don’t you just love our elected officials? At least they know who their friends are and it “ain’t” the taxpayers.
