According to Fort Bend County Sheriff’s Office Chief Deputy Craig Brady, when 16-year-old Pecan Grove resident Alyssa Rehfield left her home and ran off with 36-year-old David Karan, it was consensual – and not the first time the two had physical contact.

Karan has been charged with enticing a child, a third degree felony, and is being held in New Mexico on a $150,000 bond. He will eventually be extradited to Fort Bend County.

“Without question she was with him of her own accord,” said Brady. “If she were 18 years old, we wouldn’t be here talking.”

An Amber Alert was issued for Rehfield Tuesday when her mother discovered her missing. The alert was cancelled late last night after the pair was found in Raton, New Mexico.

They were pulled over in Karan’s car by local authorities.

Karan has been charged with enticing a child, a third degree felony, and is being held in New Mexico on a $150,000 bond. He will eventually be extradited to Fort Bend County.

Brady said Karan has no verifiable criminal record.

According to Brady, Rehfield and Karan, who met through a social networking Internet site, have had an ongoing relationship since at least 2009.

Karan has apparently been living since June in an extended stay hotel near Fort Bend County. Brady did not know where he lived previously.

According to Brady, in 2009 Rehfield’s mother raised allegations of sexual contact between Karan and her daughter, but the Harris County District Attorney’s Office never went ahead with the charges.

Brady said he is unsure why charges were not filed.

“That’s not really uncommon,” said Brady. “A lot of times parents don’t want to subject their children to the legal process and testifying in court.”

Rehfield is still in New Mexico, in the custody of the state’s Children, Youth and Families Department. Her mother and stepfather are on their way to get her.

Karan faces the possibility of additional charges once he is interviewed by Fort Bend County detectives.

Katy resident Mouafak Kazzaz, 26, was shot and killed after robbing a Sugar Land Bank of America.

He was known as the “Reckless Robber” due to his increasing violence and erratic behavior that escalated during his state-wide bank robbing spree.

Kazzaz and 25-year-old Larryl Williams were attempting to evade deputies May 22 when Deputy Charles Scott caught up to the getaway van near West Airport just east of Hwy. 99, and Kazzaz opened the back doors of the van and began shooting at Scott.

Additional deputies eventually cornered the getaway van at a dead end of West Bellfort and Dargail, and a shootout ensued which ended in the death of Kazzaz. Deputy Courtney Bank was injured by glass from a shattered windshield.

A woman with her two children in her car was hit by a stray bullet while driving by the chase. She recovered after surgery.

According to America’s Most Wanted, Kazzaz robbed banks in Houston, Austin, San Antonio and Dallas. Representatives of the FBI said he was hard to catch because each time he robbed a bank, he never wore the same clothes twice, wore sunglasses, sometimes wore a balding wig and would change his accent.

Sugar Land resident Chidiebele Gabriel Okonkwo has been convicted of forgery by a 434th district Court jury. The 38 year-old was tried for passing counterfeit money at a local grocery store July of last year. Although tried by a jury, the defendant requested that the court assess his punishment at a separate hearing.

Okonkwo

According to Assistant District Attorney Rodolfo Ramirez, Okonkwo tried to buy $500 worth of money orders using counterfeit $100 bills at a HEB grocery store in Missouri City. The store employee suspected the bills were fake because of their odd smell and texture.

Missouri City police officers arrived and arrested the defendant in the store’s parking lot. Okonkwo allowed the officers to search his vehicle where they discovered $2,700 worth of counterfeit bills. A subsequent search of the defendant’s house by Missouri City Police and the U.S. Secret Service revealed approximately $54,000 of counterfeit $100 bills hidden in a tin can in his bathroom. Okonkwo claimed the money was legitimate although he received them from someone in Nigeria he knew only by name and inside a box wrapped in newspaper.

“Okonkwo is an engineer with a Masters degree,” said Ramirez, “but even after a Secret Service agent testified in detail how the bills were counterfeit, the defendant refused to believe they were.”

Okonkwo was tried in the 434th District Court before presiding Judge James H. Shoemake, who will also preside over the punishment hearing set for September 3, 2010. Forgery in this case is a third degree felony punishable by 2 to 10 years in prison and a fine up to $10,000. Okonkwo is probation eligible.

Assistant District Attorneys Rodolfo Ramirez and Scott Carpenter prosecuted the case. Attorney Sean Buckley represented the defendant.

Zeno

Evidence presented by Assistant District Attorney Mark LaForge and Suzy Morton, Chief of the Child Abuse Division, revealed that 56-year-old Alfredo Zeno had sexually abused the young daughter of his girlfriend in Rosenberg in 2005. In January 2009, after Zeno and his girlfriend ended their relationship, the mother of the victim moved with her children to California. In February 2009, the child, who was then 10 years old, disclosed to her grandmother that she had been abused by the defendant in Texas. At the time of the abuse, the child was five to six years old.

The grandmother contacted the Rosenberg Police Department where Detective Kevin Raines began investigating the case. Law enforcement officers in California assisted in the investigation by interviewing the child and forwarding their information to Raines. Meanwhile, Raines interviewed the defendant who admitted to some of the allegations, after which a warrant was obtained for the defendant’s arrest.

“The child’s outcry of sexual abuse, years after it had occurred, was ultimately confirmed by the defendant’s own admissions to the crimes after a thorough investigation by the Rosenberg Police Department,” said LaForge. “We are very proud of the little girl in this case for telling what happened to her. She is a very strong and a very smart young lady.”

“Unfortunately, children who have been victimized often times do not tell for years,” said LaForge. “We are thankful we had the opportunity to obtain justice in this case. It is never too late to report a crime against a child.”

As of Sept. 1, 2007, there is no longer a statute of limitations in Texas for sex offenses committed against children – meaning there is no deadline for any victim of child abuse to report the crime.

“The child’s grandmother was very complimentary of Detective Raines and his fast action once the abuse was reported and said she is grateful to those who worked together to prevent Alfredo Zeno from harming another child,” said LaForge.

The child, her father and grandmother sent victim impact statements to the District Attorney’s Office that were read in court following sentencing by Judge Culver.

“It is always hard to listen to the hurt and pain victims have suffered in sexual abuse cases,” said Culver. “However, I firmly believe that by requiring the defendant to listen to those ‘Victim Impact Statements’ it is an important first step for the victims on their road to recovery.”

Aggravated Sexual Assault of a Child is a first degree felony punishable by 5 to 99 years or life in prison and a fine up to $10,000. The three sentences for Alfredo Zeno will run concurrently.

LaForge and Morton prosecuted the case. Attorney Steven John Gilbert represented the defendant.

According to reports, police were called to the 700 block of Lettie around 10:15 p.m. in reference to a minor accident. Police said several people were standing in a driveway drinking beer when an argument broke out. Richmond resident Victor Alan Gomez allegedly hit two people in the head causing serious bodily injury.

Both of the victims were taken to Oak Bend Emergency Room by family where they were treated and released.

Gomez and several other people then got into Gomez’s car, a silver Pontiac Grand Prix, and tried to leave. While he was attempting to leave, Gomez reportedly hit a car and a mailbox, then drove his car into a ditch. When he was unable to get his car out of the ditch , police said Gomez and the other people in his car ran from the scene.

While officers were investigating the accident, they received a call from the Richmond police dispatcher, who said that someone matching Gomez’s description showed up at the police department, looking for his car. He told an officer that he left his keys in his vehicle, and someone took it without his permission.

Gomez was taken back to the scene where he was positively identified as the suspect who hit the two victims in the head.

Gomez was arrested and charged with two counts of aggravated assault, second degree felonies, and failure to stop and give information in an accident, a Class B misdemeanor. He was taken to the Fort Bend County Jail.
